Are College Basketball Games Fixed?

Tim Donaghy's allegations of fixing NBA games has brought plenty of attention to the matter of potentially rigging the outcomes of basketball games. Is there any merit to the claims of basketball games being fixed? According to one professor at an Ivy League school, the answer is that it's very likely point-shaving does take place, at least at the college level.
